What are the organizational and management foundations necessary for a venture company to solve the world's problems?

In the "Five-Year Plan for Startup Development" announced in November 2022, it was clearly stated that 100,000 startups will be created in the future. Considering management as an organization, in addition to 100,000 entrepreneurs, many times that number of players with the same vision and mindset as the entrepreneurs will be needed to accompany them.
